Broken spa timer is burning up HOA money?
Sorry for the delay in getting this one posted but Positively Palermo was on a mini-holday away from the triple digits. Here is an e-mail received while away: "Miss Penney, Would you mind passing on a suggestion to the Board as they are meeting tomorrow? Instead of hearing about the rising cost of running the pools and how we cannot afford this to continue ... it would be a lot more cost effective to replace the timer on the spa at the clubhouse than to let it run incessantly. Many of the residents are not aware that it is broken, so they do not think to turn it off when they are finished. There are times that the spa has run all night. Thanks." Miss Penny Lane says: She's resolved to use the main pool more often this summer, but sitting in a 100-degree spa in 115-degree weather isn't her cup of tea.

Resident concerned about neglected areas
Positively Palermo received this e-mail with photos: "Penny, sometimes a picture is worth 1000 words or in this case 2000 words. Look at this broken glass in the Quiet Side parking area and a puddle of water with a leak adding to it near the back pool. The glass has been there for months and the leaks for weeks. I ask you: Should not these have been spotted and repaired/cleaned up by now?" Miss Penny Lane says: She might just go out there with a dustbin herself to sweep up the glass. A bidder?
Positively Palermo received this information: "Hi Penny, through a source in the local real estate business, it appears that the leading bidder for Palermo's unsold units and vacant land is an outfit out of San Diego called Strata Equity Group. They specialize in land development (getting it ready to build and getting the permits from the city) and managing real estate (including residential rentals and commercial space) in emerging markets in Southern California and Arizona." Their Web site is www.strataequity.com. Miss Penny Lane says: It's only Tuesday night, but she just might have a Cosmo as a nightcap to celebrate the news.

More problems with the trash bins
Positively Palermo received this picture showing that not all of the overflowing trash was taken away today. The Dumpster already is full. Miss Penny Lane says: She hates trash talk unless it's about her rival at work.
Should there be move in/out fees?
Positively Palermo received this e-mail: "Penny, there should be a move in and move out fee. The dumpsters were overflowing with tossed out junk from move outs. The now bye bye renters on Breeze filled up the trash bins on my street (Sunburst) so is the landlord going to pay for any extra pick ups?" Miss Penny Lane says: Thanks for your concern.

Positively Palermo received this photo with an e-mail asking: "Does anyone know why there's a huge pool of water in the undeveloped parcel? It looks like the fire hydrant was squirting water for hours, but not sure. Anyone know what's up?" Miss Penny Lane says: Palermo has lovely swimming pools, and now we have a beach as well.

Palermo Desirability Index: The next top 20
Here is the second top 20 in Palermo Palm Springs Desirability Index, based on the original "final release price" of the developer. The prices were based on intrinsic factors such as views, size of the back yards and privacy, not later upgrades such as back yard landscaping, outdoor fireplaces or improved bathroom tiles, etc. According to our research, though, it does appear that the units at the top of the index have had more upgrades as the original buyers, who paid more for their units also sprang for more upgrades. For example, a big percentage of the private pools, spools and spas that were put in at Palermo were installed in the units near the top of the index. Conversely, original buyers who wanted a lower price didn't shell out as often for the upgrades offered by the builder. Those owners here at the beginning may remember that in those pre-construction days that the sales team in the trailer were aiming for at least $20,000 in upgrades per unit. Desirability Index: Which condos were offered at premium prices?
In March, Positively Palermo published a list of the top 20 condos with the highest "final release price" set by the developer. These residences had premiums because of features such as enhanced views, size of the back yards and privacy. The prices did not include other add-ons such as pools, spas, outdoor fireplaces or upgrades inside. Rather, the "final release price" gives an indication on the desirability of the units without upgrades. Over the next days we will publish the entire list for all 117 units. Please remember some units sold for more, some for less, depending on the date of the sale, but the "final release price" gives an indication of the unit's basic desirability according to the builder.
For background, here is our March posting: "Positively Palermo has received e-mails asking that we discuss home sales and prices. Namely, the concern is that appraisers and banks aren’t looking at the differences in the four types of two-bedroom, two-story models that are in short sales and foreclosures when determining pricing. They also aren’t looking at upgrades, views, location in the complex on less-busy streets, privacy and number of adjacent neighbors, size of the back yards, and pools and spas. This is helping to depress overall prices. Palermo Palm Springs has 117 residences. First, let’s examine the seven model types. There are four model types (A, B, C, and D) with two-bedrooms and two stories. There is one model (G) with two bedrooms in a single level. The developer generally priced the two-bedroom models in this order: A unit had highest price, D unit had the second, B and C tied for third, and then the G unit. There also are two models (E and F) with one bedroom in a single level. The F unit is bigger than the E unit. In praise of the pools
Positively Palermo received this e-mail: "I want to thank the board members for getting rid of the last pool guy. The pools are sparkling. The back pool and spa are so clear now, unlike before. I'm loving it!!!!!!" Miss Penny Lane says: It's been an amazing June with the great weather, and she's looking forward to the triple digits so she can she start using the pools. 'Awesome' mountain view from the gym
Here's a nice picture sent in by a resident of Palermo Palm Springs. The note with it says: "This is the awesome view I get to enjoy when working out at the clubhouse gym. Amazing." Miss Penny Lane says: She unfortunately rarely gets to enjoy the view because her work-out wardrobe is sadly outdated.

'The talk' about Palermo's unsold units and vacant land
Happy Saturday, Palermo Palm Springs. We asked a real estate person "in the know" to find out the latest scuttlebutt about the sale of Enterprise's 34 condos and undeveloped land. Here's what we got: "Hi Penny, I've learned a few things but please remember this is just the talk of real estate agents and whatever happens to the property will be decided by the new owner. The broker selling the property for the bank is doing it as a package, all 30-some units, the vacant models and the vacant land. You can put the interested parties into two categories, one that wants to sell the units and develop the land; the other category are buyers who would sell the units and then also try to sell the land to a developer to complete the project. Some could decide to continue to rent for a bit as about $35,000 give or take is coming in every month via rents. One plan I heard being suggested is selling a group of units, say 10, at the beginning as to not flood the market. I even heard the advice being given that the ones on or near Indian Canyon, and some one-bedroom units, could be the first, but this would all be up to the new owner. Something for you all to watch out for is the planned amenities. The tennis courts because they are basically completed don't seem endangered but I have heard it suggested to one possible buyer that the third swimming pool and spa could be dropped. The new owner would have to get the city to approve of this change and it is possible that could happen, but the state Department of Real Estate would be a bigger hurdle on this. Hope this helps. Bidding isn't over with for Enterprise's condos, undeveloped land?
Positively Palermo received this e-mail: "Penny, It looks like the bidding isn't over yet for the 34 Enterprise condos and the undeveloped parcel of Palermo. The broker today was giving a tour to possible buyers, showing them the models and three condos that are for-rent right now. I guess the May 20 deadline didn't matter after all." Because management hasn't said anything, this site has asked a source high up in the local real estate market to do some checking and see if there's anything to report. We hope to have an answer soon but please e-mail if you know anything. Miss Penny Lane says: The more bidders, the merrier because who wouldn't want a piece of Palermo Palm Springs.

Indian Canyon bridge to be demolished this week
More delays at Indian Canyon and the 10. The paper is reporting: "Drivers along Interstate 10 are facing another round of detours this week as crews demolish the existing Indian Canyon interchange. The closures started overnight and will continue through Sunday as part of the $17 million project. The traffic pattern will change nightly. Today's schedule calls for all eastbound lanes and two westbound lanes to be closed after 9 p.m. Eastbound drivers will be diverted off I-10 and around the interchange." Miss Penny Lane says: This road work has put a serious crimp in her weekly jaunts to the outlets.

'Hour delay' sign up outside of Palermo on Indian Canyon
Have you seen the sign on Indian Canyon Drive outside Palermo Palm Springs warning about an hour delay? Now we can clear it up. The morning paper is reporting: "Lanes and ramps on Interstate 10 at the Indian Canyon interchange will be closed from 9 p.m. to 5 a.m. Tuesday through Sunday while the existing Indian Canyon ramp is removed. Traffic will be diverted off Interstate 10 at the Indian Canyon offramp and back on at the onramp. On Tuesday, Wednesday and Thursday all lanes will be closed, and drivers will be directed to a detour. Motorists can expect delay up to one hour, says a press release and are encouraged to use other routes." Miss Penny Lane says: She thought the traffic delays were behind us as the snowbirds flocked away for the season.

'Who is watching out for Palermo?' a resident asks
Positively Palermo received this e-mail: "Dear Penny, I want to know who is watching out for Palermo. I love it here like you do but this place needs someone watching over it. The parking problem is still going on because security does nothing about it. Melody Lane has trucks sticking out into the fire lane area.We never see security and no ticketing. The gardener is letting the trees fall over and many are about to, with their roots coming out of the ground. Sprinklers are shooting up water in various places. There has been broken glass on the Quiet Side parking area for months and no one has cleaned it up. Where is the manager? Near that spot, is full of dog poop with the gardener or whoever ignoring it. On my street of Sandy Point, someone with a gray old BMW has had it parked there for weeks without EVER moving it and a bunch of other old BMW clunkers are parked around the complex with one by the community trash container with a back window broken and sitting in the back seat .... Where is management I ask?" Miss Penny Lane says: Thank you for your concerns and care for our wonderful Palermo.

Tree is still having problems
