Basics about the Palermo development

What is Palermo Palm Springs?
Palermo is a new 117-unit gated community on fee simple land near the corner of North Indian Canyon and San Rafael drives in Palm Springs, California. It consists of 83 two-story townhomes (all with two bedrooms and private back yards), 6 single-level units with two bedrooms with private front yards, and 24 single-level units with one bedroom and private front yards. Some two-story units, at least 22, have private pools, spools or spas in the yards.

What kind of townhomes and villas have been built at Palermo?
Seven floor plans exist, all with private yards of varying size. They are:
- Model A: Two stories, with 20-foot ceilings and glass windows in the front of the house. Two bedrooms, office loft, 2.5 baths, upstairs patio, garage (1,375 square feet).
- Model B: Two stories. Two bedrooms, 2.5 baths, upstairs patio, garage (1,320 square feet). The Model B units are the ones with a wall that shields the view of the front door from the street. The wall has three square openings.
- Model C: Two stories, with 20-foot ceilings in the back of the house living room. Two bedrooms, 2.5 baths, upstairs balcony, garage (1,275 square feet).
- Model D: Two stories. Two bedrooms, 2.5 baths, upstairs patio, garage (1,286 square feet). The Model D units also have a small walled-off patio on the street front.
- Model E: Single level. One bedroom with small office area, one bath, carport (831 square feet).
- Model F: Single level. One bedroom with office area, 1.5 baths, carport (936 square feet).
- Model G: Single level. Two bedrooms, 2 baths, office area, carport (1,131 square feet). All G Models are corner units.

How many of each unit-type have been built?
There are: 33 Model A units, 18 Model B units, 17 Model C units, 15 Model D units, 16 Model E units, 12 Model F units and 6 Model G units. You can see detailed maps of Palermo's eight streets, with the address and model type of each residence listed, on another Web page of this site.

Palermo's streets often don't show up on Internet maps. What are they?
The streets of Palermo are: Penny Lane, Enterprise Way, Foothill St., Breeze Loop, Sandy Point Trail, Sunburst Blvd., Melody Lane and Quiet Side St. The undeveloped Phase 2 would have extensions of most of these streets, as well as a new one called Jewel Court, off the planned tennis courts and third pool and spa.

What is the construction status of Palermo's planned 211 units?
The first half of the planned development is done. Phase 1 has 117 units, two community pools, two spas, a clubhouse, fitness center, and showers and restrooms in the pool areas. If the second half of Palermo is ever built, it is planned to have 94 units, a third community pool and spa, dog park, tennis courts and retail center. (Of the 94 units in Phase 2, six unoccupied model units have been built.) JULY 21, 2010 UPDATE: The developer has just said it expects to lose interest in the property within 30 days. No more information is known at present or what it means for Phase 2. JULY 27, 2010 UPDATE: Enterprise's Palermo LLC was issued a notice of default, owning $13.4 million. See the July 2010 blog postings for details of this situation. APRIL 2011 UPDATE: The bank has foreclosed on the 34 units and the Phase 2 properties and put them into an LLC. The units and property are on the market as a package. LATE 2012 UPDATE: The buyer purchased the 34 units, models and the vacant land from the bank. The HOA, bank and new buyer also signed an agreement to put $150,000 into the HOA reserves, pay for some certain expenses, and give the HOA the ownership of the clubhouse and pool. 

Does Palmero have a homeowners association and board?
There is a five-member HOA board. Presently, fours owners sit on the board. Two representatives from the developer resigned from the board in mid-July 2010.  The board is to meet at least quarterly in the club house and with an annual meeting to elect board members held in January. Board terms are staggered. Three members were elected in January 2010. Two more were elected in January 2011. HOA fees were $241 a month in 2010 and will increase by $28 in 2011. Fee were raised to $294 a month for 2012. The HOA board did not raise fees for 2013, and the dues remain at $294 a month.

Who manages Palermo's daily operations?
The management company is Euclid Management.  Website is: www.euclidmanagement.com

Is there a sales office on the premises?
There is no sales office on the grounds. The on-site sales office operated by Scott Lyle Realty closed in mid-2009. There are five models built in the middle of the open field where the second half of development is planned. But these models apparently are mostly used for storage and have no sales office.

Is other development planned nearby?
The College of the Desert has plans for west valley campus on North Indian Canyon Drive. The 119-acre green-built campus will focus on hospitality and tourism, media and the arts, health and green tech. Parts of it may open by 2014. The city expects the campus to be a boon for retail. The city redevelopment agency is sponsoring a housing development on 3.6 acres to be built across San Rafael from the second half of Palermo, at 3130 N. Indian Canyon. A large scale development of single-family homes and golf course named Avalon was to border Palermo. The streets and some infrastructure is in, but the project was halted when the economy faltered. The city planning department lists numerous smaller projects for the Indian Canyon corridor, including developing three acres kitty-corner from Palermo for drive-thru restaurants. The construction would be at 3801 N. Indian Canyon. (The Mobil gas station is at 3689 Indian Canyon.) The project is "on hold." There is a hotel project and several restaurant projects planned for Indian Canyon on the south side of the 10.

Who designed Palermo?
Chris Mills, a member of the Palm Springs City Council, was the architect.

Who built Palermo?
