More dumpster blues

Positively Palermo received this comment and picture: "Miss Penny, Thanks for you good works. If you need more reasons to get rid of those pest-attracting dumpster-bins here is snapshot of one this a.m. A new resident on Penny Lane just merrily put all these oversize boxes here (ever here of recycling??) where they will stay for weeks now since they are (not)  in the dumpster-bins. When we people move in are they told the rules of the community? I'd like to know. Yes, I know there is a sign on the dumpster-bin walls too! Thanks." Miss Penny Lane says: She's boxed in how to respond.

Hey, I saw the dude going back and forth but I give him a break because he was shirtless and creating a nice show on his trips.

The boxes need to be broken down and put in the container or better yet put out on Thursday with the recycling, so maybe someone near there can put the boxes by their blue recycle can. Just a neighborly idea.

Personally I like to have the dumpsters I would like to thank the 9:02 pm comment. Nice gets a lot done. Best thing to do in this case would be to give VPM a call and see if they rented to him and if so, let him know the issue. A lot of people are not use to living in a area where there is an HOA They might not used to tons of rules as everyone knows. To the person that took the pic, could of been more positive to chase someone that could help solve the issue vs. trying to insight people on the sight here. I have not run into a problem her yet that could not be solved with a kind word and a nice conversation.

Above makes some good suggestions but we all must remember that when we rent out that we must include in our leases the requirements of the condo association. I learned that at my old place. the condo rules require that leases incorportate all these rules so "ignorance" of the rules cannot be counted.

The dumpster area are a constant PROBLEM. We don not need street service and dumpster service. It's a big waste of our HOA fees. Dump 'em.

My vote also is to get rid of them because of the trash around them and the lack of ability of some to follow the rules and common sense. Rules need to be made for the few and that's how society is these days.

If you get rid of the dumpsters where do the weekend or vacation visitors get rid of their trash? Getting rid of the dumpsters only works for full time residents and Palermo has alot of weekend/vacation visitors that are not around on trash pick up day. Getting rid of the dumpsters is really not an option for Palermo. :(

Each home owner should be responsible to pay for their trash service and water usage. No reason the HOA should be involved with this. Now that would save the HOA some $$$ Problem solved.

I like the idea of putting the trash service on the owner since so many aren't here ever and don't use it, so that expense would be cut off, but the water would depend in the meters in or not in place.

My suggestion for the owners who are here on weekends to hire someone to put out their trash cans on trash day and then return them to the garage, or get to know a neighbor who will do it for you. I have Canadians around me and do it for them, when needed. I think it's better than the continued problems with the dumpsters. They are a smelly mess and attract rodents. I also believe the trash and water should be each owners responsibility.

re comments about water meters... Fine by me if each unit is responsible for their own water - howere the HOA does still have to be involved in water since irrigation of communal areas, the swimming pools, etc., have to be a shared expense. I would suspect that represents a rather large % of the total water bill.

This thread is spiraling into oblivious ignorance. If you were a home owner paying HOA dues, you would definitely know who pays for itemized utilities. Here's a Palermo History lesson: Some of us were told that "CONCIERGE SERVICE" was included in our home purchase. We were told there would be staff to take care of things like, "Can you bring my trash can in on such and such day?" Enterprise sold Palermo as a "RESORT COMMUNITY." Now it's all about renters moving in and moving out, leaving junk by the dumpster. It's pathetic.

I'd like a separate trash arrangement too then I'd only have to pay when I'm at Palermo. I'd like a separate water meter too then I wouldn't have to pay for my neighbors' pools. But it's a community, we can't each have everthing the way we want it. We have a good board, let's work the process through it.

@6:16 - I posted the 5:05 comment to which you seem to take exception - perhaps because I dod word it very well.

I AM a home owner, paying HOA fees and I do understand who pays for what. My comment re water was in respoinse to earlier comments suggesting that each unit should pay for their own water. Waht I was trying to say was that if watere meters were installed for each unit, a substantial % of the water bill would still have to be paid by the HOA because that is for shared water - pools, irrigation of public space, etc.

As for "concierge service" - that may have been their plan - I don't know, I'm a more recent purchaser. But whatever they said they would provide is history.

Apart, of course, from the fact that we are all paying for both the dumpsters AND bi-weekly pickup.

If all the owners want to up their HOA dues to pay for a concierge service, with onsite staff, and so on, that's an option.

If all the owners want to minimize HOAs by reducing services, then that too is an option.

We have full time residents of Palermo who have one set of needs for trash, etc. - this includes both owners and renters - and we have owners who are only there part time.

Choices are dumpsters only, bi-weekly pickup only, or both dumpsters and pickup.

How expensive are the water meters? Could the installation be billed to each residence?

It was brought up when we first moved and it would more than $10,000 per unit to put the right meters in.

That seems like the cost of putting a whole new water line from each unit to the water supply. Each unit already has a water line, so couldn't that line be metered? A guide to costs is given here in this Tuscon AZ example:

THe way we have it right now, there is no incentive for individuals to use water sparingly.

Just have your neighbors help you out if you aren't here on trash. Most weekenders have a neighbor hold a key for safety purposes. Not a big deal.

I agree with 12:46. I personally help out my neighbors. I think this is way everyone here gets along so well. We all help each other and l lookout for one another's property. This is such a friendly, place, it's like living next to your family. I love Palermo.

I agree with 3:23 wholeheartedly. There are MANY single family homes in Palm Springs at the second vacation/weekend places and all of those people need to deal with the trash and it's been fine. You deal with it. We should not pay this big expense.

Don't most communities in the area have at least one dumpster unit? I'm telling you, if you take all the bins out, even those of you who say you hate them now, will miss the convenience. No doubt about it.

The board did a big survey and Palermo is one of only 5 condos in all of Palm Springs that has both. It's one or the other because of the huge costs. Nothing is perfect but one or the other has to go. The Dumpster are also attracting rats and bugs.

I saw some rats by the dumpster. Get rid of them. Thank you to the HOA to d ealing with this. Told the manager last year, and nada. Finally, someone doing something about it!!!!!!!!

It is nice having the dumpsters but it seems that the only ones willing to clean up the dumpster areas and put trash left outside the bins back into the bins are a few homeowners and some of the board members. There would not be a problem if the community would read the signs on the dumpster gates that tell them to put the trash in the bin and not on the ground and not to put furniture in the bin or area around it. And, in the past, a board member was seen cleaning up the bin area and received a violation letter stating they were filling the bin with boxes. This board member no longer cleans up the bin area for fear of getting another violation letter. Lets see, the board members that live here do all the community clean up and make sure things get done and the one board member that does not live here, does nothing but says at a meeting we should knock on doors and confront the violator sourselves, if we see a problem. Most of the violations sent out over the past several months are coming from the management company who is doing there job. The previous management company did nothing when they saw a violation. It is important to the community to have a violation process to let people who don't read the CC&R's know when they are in violation. This will help keep our property values up.
