Whoa! Did they rip that off the roof?
Don't people give notice for moving out? The need for an extra dumpster pick up is predictable and manageable. A charge should be withheld from the security deposit to cover the cost of an additional dumpster pick up. That would cover rentals. Owners could be assessed a move out fee also if they are selling and moving. I do recall at a board meeting long ago that it was said that signs would be posted at the dumpsters letting people know not to put garbage outside the dumpster because the trash company will not pick it up. But there are no signs and folks continue to pile garbage outside the dumpsters. It is so easy to figure out who is filling these dumpsters up. Just look for the moving vans.
