Are weekend renters at it again?

Positively Palermo received an e-mail from a resident concerned about what seems to be weekend rentals. It reads: "Dear Miss Penny, Please help!!! I've contacted a HOA board member but nothing has happened. I am a longtime renter on Sandy Point at Palermo who cares about this place and plans to stay for years (god willing!) because I love it here. I also love my neighbors. But, a foreclosed unit by me on Sandy Point now is being rented out on a short-term basis including weekends. These 'vacationers' break the rules, with the 'vacationers' here this weekend bringing one of their dogs into not just the 'pool area' but in the pool ITSELF, and they also had wine bottles in the pool area. All this took place at the back little pool. Their dogs (think there are two) are barking a lot. I'm tired of the noise from nite time parties. I was told when I moved in here long ago that no rentals were allowed under 30 days which I thought then was generous as the last condo project I rented at in the desert didn't allow anything under 1 year. Thanks for what you do and this forum. I'd like to buy my unit someday." Miss Penny Lane says: She loves puppies but not in the pools, please.

I saw these people too with their cooler and big black dog playing fetch in the pool. It says no dogs in pool area right on the entrance gate to the pool. But if you are only here for a weekend I guess you just don't have to care. I love dogs and I think letting your dog swim in your own pool is great if you want to but in a community pool common decency should tell these adults to keep the paws out of the pool.

What happen to security patrol? I used to see them all the time. Then I saw something from the Board bragging how they tossed them out because they were not doing very good and found a better company. It sure doesn't look better to me.

I rent my place out sometimes on a short term basis but I DO NOT allow dogs (or pets of any kind). I have looked at the other short term rentals here on various websites and they all say no dogs. I always meet anyone staying at my place when they come in, so unless they are hiding dogs somewhere in the trunk I know they are not bringing them into my condo. Other owners should do the same. Why would you want to rent out short term to somebody with dogs?

The dog in the pool thing is bad but don't miss the point in that anyone renting for under 30 days is breaking the rules and should be fined by the HOA. I'd like to know why the HOA has allowed this to go on for a year???

Aside from whether or not these are weekend renters, does anyone ever stand up and tell people that they are breaking rules here? Does everyone just assume it is the job of the HOA? If I saw someone letting their dog in the pool I would give them an earful.

I agree with the statement above...the HOA is YOU! (If you're a homeowner). And if you're a leasee, you also have a right to let folks know when they are not in compliance with posted rules and guidelines. Maintaining Palermo is the right and responsibility of all of us who live here, owner OR renter/leasee.

I walked out of my house and thought what the heck are these people doing!!! The black dog was playing fetch in the pool. I couldn't believe it. The weekend renters need to stop.

The dog in the pool was from weekenders staying on Sandy Point. I talked to the maid who came in on Monday to clean up. The new owner of this unit is also hurting themselves by renting to the party crowd. I also don't think the rest of us are responsible to tell weekend (illegal) renters the rules - the owner is responsible.

From my perspective, long term rentors, short term rentors, and owners in Palermo can be noisy - and I have experienced this from all parties. Now, if someone witnessed dogs playing in the pool they need to exercise their voice during that moment rather than throwing fuel to the fire after the fact. To me, it is intuitive not to have dogs in the pool, even without posted rules. However, it may be the case that this kind of information is not intuitive to others, and while it is easy to associate blame, perhaps we need to educate rather than chastise. While I agree that it is the 'landlords' responsibility to post rules and inform their guests of regulations, there are still momentary lapse of judgments unconsciously and perhaps all that is needed are friendly reminders from passerbys. As an aside, I enjoy the diversity within Palermo, and have had the pleasure of meeting wonderful residents both short term and long term.

We all need to be good neighbours and protect what we have here in Palermo! It's the same principles that support Block Watch programs throughout North America. When we see gross violations of our HOA rules & regs as well as contraventions of our community norms, than it behooves us to take a moment and call our contracted security service:

The rules are there for the safety and enjoyment of all residents of Palermo and when violations of these rules occur, we must be swift to bring enforcement officials to the scene. Hopefully, our HOA will initiate an investigation and issue a warning to the condo owner in question!!

I mostly agree with the above two posts. We need to speak up and tell people when they are doing something against the rules (and that is unhealthy like a dog-pool thing). But the HOA and DRM also must be watchful too, and some people aren't comfortable with saying something to a neighbor/visitor/seasonal vacation renter. We need a different security company - they are never here it seems. Weekend renters though should not be allowed.

If you know which unit the renters/visitors are from, notify Brandi at DRM and ask her to send out a violation notice to the owner. There are fines associated with violation notices and if the problem continues the property owner will be fined. Also, with the dogs in the the pool, if you are able to take a picture of the violation and send it in with the complaint, that would be helpful but you need to know which unit the violator is associated with in order for action to be taken. If you don't want to ask the violator then just watch them as they return to their unit.

Regarding the above, that is terrible. Does anyone know which unit it is? It looks like they put a picture of A unit from the outside but the inside is a C unit - probably done because the A looks cooler and because it throws off management if they look into it.

I am a VPM renter here and love it but I was told by my landlords that no under 30 days vacation rentals are allowed so I want to know what VPM or the bank that now owns these 34 units is doing about the problem of OTHER owners doing these short short rentals.
