Enterprise's green fencing: Blowing in the wind

Positively Palermo has received this e-mail: "Miss Penny, Do you know who is in charge of the upkeep of the undeveloped area of Palermo? The 'temporary' green fence near the entry gate has been loose and flapping for days now. Is the bank MB Financial the one to contact, or Enterprise, or someone else? Is anyone watching over this property these days? My neighbor says to call city hall and make an official complaint that the property isn't being kept up but I'm not sure I want to do that. Are we lost in the wind?" Miss Penny Lane says: She was told the green fence was to be temporary, but she's had shoes that have come and gone during the time the fencing has been up.
